The euCONSENT system will be a network of approved age verification (AV) and parental consent (PC) Providers, rather than being a separate, stand-alone system in its own right. There will be a minimum level of central infrastructure to facilitate the technical operation of the network, and central governance to define, maintain and enforce standards across all participants. There will not be any central database of individuals, age or consent records as a result of creating euCONSENT, and all certified, participating Services will be required to apply data-minimisation principles, and operate to the highest levels of data security.
Both age and parental consent will be confirmed to standardised levels of assurance, giving Services, lawmakers and regulators a choice of how strictly the requirements are applied, proportionate to the risk of harm involved in each context.
